I am trying to update my payment information but it doesn’t allow me. Because it show that my account is being disabled.

I need help to update my payment info. It indicated that my account is being disabled.

See this for a disabled account. If you see a message that says 'Your account has been disabled in the App Store and iTunes' - Apple Support Follow these steps.
