CarPlay while Siri is disabled

I don’t have Siri enabled on my iPhone, my mother restricted it, so until now I wasn’t able to use CarPlay, but today I plugged it in and it worked, Siri is still restricted, I checked that hold down home button is set to Siri and nothing happens when I hold down, meaning it’s for sure still restricted, it doesn’t show up in setting either just like usual.

the only thing I played with since last time I plugged it in was Announce messages with Siri in the notification settings, I turned it on for a few seconds then turned it back off. So no lasting changes.

Can someone please explain why CarPlay is enabled now?

and by the way when I click new message in CarPlay or when I click on a message where Siri should turn on and read the message, nothing happens.
