In my Apple ID region is Ukraine.
On official web it says that ECG is not supported in Ukraine
If I buy Apple Watch 6 in Italy and then move to Ukraine will I still be able to take electrocardiogram (ECG) by AW6?

I own a watch Series 5 and the ECG function has been working perfectly fine since the day they made it available in Ukraine.
If you buy a watch Series 6 in Italy I am sure ECG will work here as well.
It will not work in the region until your government gives Apple permission to activate it.
