As a test, copy the file to a different filename using the file extension MP4 on the newly-created file copy, and see if that new copy now does what you want. (Basically, renaming the file, but preserving the original.)
If that doesn’t work, get a copy of VLC, open a copy of the M4V file, and use the convert/save option in the menus.
But I’d expect the copy with the .MP4 extension will work, if the M4V contents are not copy-protected.

A m4v should be a mp4. Just rename the extension and it should work. If not, try handbrake.fr it's free and will convert between formats.
Could you confirm the video format, as both MV4 and MVP4 are referenced, and as the M4V format is seemingly the closest match?
And is it possible the M4V video is copy-protected?
Various tools can provide playback for non-DRM M4V, but DRM-protected M4V video is not something I’d expect to convert.
Yes it is mv4, they are just .jpeg files put in photos and a slideshow was created but I need a video to plug into a display for our 40th class reunion..,
