Maximum Screen Brightness is Lowered

When I’m out in the sun, my phone’s max screen brightness is reduced suddenly. It’s like some sort of cap is placed on my brightness where it doesn’t go above that point. I’ve tried changing multiple display settings, but nothing works. I’ve had this problem on both the iPhone X and my current 12.

It may look like it is reduced but it is possibly your eyes closing pupils. In the sun there will be times when brightness will never be enough. It can also be a way to prevent overheating if sun is hot.
