iphone 6 apps not updating

My iphone 6 running ios 12.5.4 has suddenly decided to stop certain Apps from updating. Started a few days with an update to App IMDB. I pressed Update, something appeared to download (a circle outlined in blue was created) then at the end of the cycle which usually results in a button labelled OPEN, instead resulted in a button labelled UPDATE. In other words, the update failed and returned to the beginning inviting me to initiate an UPDATE. Any ideas anyone ? Needless to say I have switched the phone off and back on again yet problem remains. Today I removed IMDB and now I can’t reinstall it.

Happened again today this time with the Ebay app. Most Apps are however updating ok (I have quite a few Apps and have had for years)

I’ve had exactly the same, Trainline,eBay, presses update button, blue circle indicating it’s updating, then at end goes back to ‘update’ button. Checked compatibility on app details, says ‘available on this phone’, even mentions available for iOS 11 upwards, (I’m on 12 with an iPhone 6)so isn’t even a case of needing iOS 13 but if it was the case the app shouldn’t come up with ‘update’ button if it wasn’t available. Definitely something wrong with either app developer or Apple, but as I now have x4 apps doing this (and a couple of apps that updated fine today) I’m thinking the fault is with Apple . Any thoughts/fixes anyone? How do we log with Apple?

UPDATE 19-8-21.

IMDB App now working - or rather, I was able to install a compatible version via Apple's App Store because the very latest IMDB release actually needs ios14 or later - NOT WHAT THE APP STORE SAYS ABOUT THIS RELEASE which suggests ios11 upwards as minimum build !

However EBAY latest update still wants to download to my iphone 6 (ios12.5.4) but I already know from EBAY support that this release needs ios13 minimum.

NOW another App - TRAINLINE (an app I installed years ago, subsequently deleted but now trying to reinstall from the 'Not On This Phone' account option) refuses to install !

Something definitely wrong with the Apple App Store !!!!

UPDATE 20-8-21

I think we're getting to the root of this problem. Woke this morning to about 6 Apps that needed updating. The EBAY App was still in amongst them. I selected UPDATE ALL and all we're actually updated with the exception of the EBAY App which now flashes up the message "The current version requires ios 13.4" etc... My iphone 6 is on ios 12.5.4

It would be nice if Apple were to allow my old iphone 6 to be updated to the very latest ios build level, but they will never do that as, primarily (but not soley), it's not good business from their point of view.

Apple should however, in my opinion, ensure their APP STORE does NOT offer apps to a device that is clearly incompatible from an ios build level point of view. Iphone 6 requires that one manually initiates an update. As a user, it would be helpful if one could assume ALL offered app updates were compatible and should install. I'm happy to stick with the old EBAY app version, but how can I make the offered EBAY app update disappear from my App Store app as a valid offered update - which it isn't of course ?
