*A Few Sites to Try:

Have the Apple Rep run you trough the fix. If necessary, you might want to show this to the rep by performing some screensharing, which will let the Apple Rep see this firsthand, from YOUR perspective.

Apple’s Contact Information:

Note: Phone calls are taking a bit to go through at the moment, due to lots of calls. And that makes sense, because with the Coronavirus Pandemic, many are at home at the moment, with much time on their hands to contact Apple. So, just stay on the line, and you will get through

Update your iPhone:

Seeing 13.3.1 and 13.4 both mentioned, it seems both FaceTime and iMessage restricted unless you update. So, update your iPhone.

Update Using a Computer:

Have a Computer Handy? If so, try using a computer to update.

You Should Install All Updates:

Updating your device seems the best way to go. But if you are not seeing it, then try clearing space and then, once cleared, update using a computer, as I mentioned above.

Two Things to Try:

(A)Updating and (B)Clearing Space:

System Resources are likely being taken up. Any application caches are likely getting in the way. Caches are used for the remembrance of application use.

(A)Updating:

1. Back Up First:

IMPORTANT: If you have an option to update, however, then be certain you backup your iPhone first. That way, you will have something to restore your iPhone from should anything go wrong with the update

then...

2. Proceed with the Update:

Go Here:  Update your iPhone Using a Computer - User Tip

(B)Clearing Space:

Caches are used for remembrance of application use. Internal storage cannot be upgraded. It is what it is. So, try clearing internal storage though use of the following...

What Space to Clear:

A. Clear Temporary Internet Files:

Clear your Temporary Internet Files(Cookies & Cache) of Safari:

Also...

B. Clean TV and Music Libraries:

Remove all unneeded files from your TV and Music Libraries. Full-Movies take up 2-4GB typically, and a bunch of those would take up a load of storage, ideally. So, if you have any movies that are not needed, then delete them.

Also..

C. Clear "Other":

Clear the storages named "Other". It basically contains unnecessary files such as caches that are used for system ease of use - all of which gather over time: How to Clear "Other" in your iPhone's Storage - Use Backup - User Tips. Caches would be being used for remembrance of application use.w
