Even if you transfer/sync photos to iCloud, the photos will remain on your iPad. To sync photos to iCloud, sign into Settings/Your Name, then go to iCloud and turn Photos syncing on.
To sync data to iCloud, make sure you are signed into Settings/Your Name, and then go to iCloud to turn iCloud Drive syncing on.
