Spoke with a AT&T technical person on the phone today. The issue with MMS messaging to Android device has been corrected at this time.
Thank you for all your help and direction. Apple is the BEST and has the best customer service and knowledge based representatives.

You can't change the APN settings when you're using a supported carrier... AT&T is a supported carrier. The APN settings are made automatically.
If you're having some kind of problem, you need to explain what's wrong instead of asking vague open ended questions.
I was just on the phone with Apple support relating to receiving MMS Messaging is not enabled. This problem occurs when I try to send images to a Android device. Apple did what they could and said it was an issue for my carrier (ATT). They (ATT) needed to look at the APN settings. I have a IPHONE 12.

Went to AT & T yesterday, they did a network refresh which did not work. Then we erased the phone, that did not work. They (AT & T) suggested to make a appointment with the Apple store to speak with a technician and possibly have AT &T on the phone together.
Stayed tuned, as the saga continues. I cannot believe I am the only person having this problem.

The people at the AT&T store can NOT fix this.
You need to call AT&T customer service (*611) and escalate the call until you get someone who understands what it means to re-provision your line.
You need to contact AT&T. You will need to work with them directly regarding SMS/MMS issues.
Then you need to contact your carrier (AT&T) as instructed.
You can't change this. They have to fix it on their end.
Your account probably needs to be re-provisioned.
What do you mean by re-provisioned ??
Just escalate the call with AT&T until you get someone who knows what that means...
