Account balance has been disabled

i have my account balance but i was unable to purchase any item by applying app store balance. When i goes to payment option it shows my Apple account balance has been disabled and asked to call apple 1800. But has been talked to many live agents and no of them solved this. I wan to to know why my account balance has been disabled and need ti fix it urgently
