I backed up my files to an external drive through time machine will I be able to transfer these files to a Windows laptop

If you have Mac and Windows machines on the same local network you can open a shared folder on the destination machine and copy/paste files to that folder from the source machine. This gets around the fact that Windows cannot read from HFS+/APFS drives. I'm assuming here you still have a Mac you can work with. If not I think you're going to need one at least on a temporary basis.

Not directly. You would need to copy the files to a drive in exFAT format that Windows can read, or transfer them over a network.
