Can't startup icloud 12.5 windows version (error: 7)

If you're using a VPN or security software, we'd recommend to disable them and restart the device. As these may be blocking the connection.

It sounds like this happens because iCloud for Windows is trying to update.

Try out the following for this:

Fix problems that block programs from being installed or removed

Fix problems with apps from Microsoft Store
