Is there a way to fix this photobooth or is this a sign that my laptop is going to die?
I already cleaned the camera. I quit and restarted my computer. I also reset the System Management Controller (SMC). I tried duplicating photobooth and deleting the copy. The green light by the camera is on, but doesn't flash.
Is there anything else I can do?

Safe Boot, (holding Shift key down at startup), does the problem occur in Safe Mode? Could take 10 minutes.
Safe mode attempts to repair Disks & clears lots of caches & loads safe Drivers, & prevents loading of 3rd party extensions, so if Safe Mode works try again in regular boot.
To find out if it's system wide or user specific, try this...
Open System Preferences>Users & Groups, unlock the lock, click on the little plus icon, make a new admin account, log out & into the new account.
Does it work in the new account?

Sounds like its going out, but one last ditch try is to reinstall the OS.

Installs the latest macOS that was installed on your Mac.

I shut down my computer then restarted it into safe mode. Photo booth still doesn’t work in safe mode. I restarted again in normal mode and it also didn’t work.
I then added a new user, tried it in the different account and it still didn’t work.
