Voicemail is a carrier service. You need to contact the carrier to resolve any voicemail issues.
What does a caller hear when they can’t leave a message? If it is that the mailbox is full you will have to delete voicemails, and also remove them from the Deleted list in Phone/Voicemail.

So my husbands phone had the same problem, but mine didn’t, we have Verizon, after spending over an hour with with Verizon techs I figured it out myself, after the 14.1 update the Verizon anti spam call app was the problem, I deleted the app, discontinued the service for the app, and problem was solved. Hope that helps. It was an app to help not get the robo calls.
My carrier had to remove my phone and add it back. It was like after the update the server no longer recognized my phone. After my carrier removed my phone and added it back everything works fine now.
As suggested by Lawrence Finch, I contacted my carrier and was able to fix the problem. The tech had me completely turn off my iPhone 2SE (that I had just updated to 15.1) wait 10 minutes then turn back on. This apparently gave the phone time to reset everything. I didn't have to do anything else. It worked beautifully.
The ability to leave messages is entirely controlled by your carrier, so you need to contact them. It has nothing to do with your iOS version. What do callers hear when the call and you don’t answer?
I did everything you can think of then called AT&T and they said it was inactive on their end and reset it. How that happened they don't know but it was after a new update.

When this happened to my husband I disconnected and deleted the app that is supposed to screen spam calls or Robo calls on Verizon and that did the trick.
Yes I did, I deleted Verizon’s Anti Spam app, when you think about it, it can stop you from getting calls that it perceives as Spam. That is what made me think about it, so I unsubscribed to that feature, deleted the App, Problem fixed, no more issues with voicemail.
If you have 15.2 you have a beta version, which can’t be discussed in this public forum (which you agreed to when you registered for the beta). You should report it using the bug reporting procedures for betas, which you also received when you registered for the beta. And you have discovered that betas are buggy; if they weren’t they wouldn’t be betas.
The current most recent version is 15.1.
My voicemail stopped working after loading the latest iOS 14.8. When I try to go in and select the custom greeting, I get the error 1035 message. The only message people hear is that the cellular customer is unavailable, please call back later.
I am getting the same problem with my husbands phone, we both have the 12 pro max, but he isn’t getting voicemails, when I call him it rings and rings them turns off. If he rejects the call I get, the call can’t be completed because the caller is busy. I noticed we also can’t dial the Carrier shortcuts ie: *86 to activate voicemail 611 to dial Verizon directly etc: Call Fails each time.
I just upgraded to the iPhone 12 Pro and I am experiencing the same issue. I went into the AT&T store and they told me to just reset the network settings several times and it would fix the voicemail. Well I left and have tried resetting network many many times and voicemail has never worked. I went back in the AT&T store and the guy just reset network and handed me my phone back. I stayed to show him that nothing had changed. He said he wasn't sure what was wrong and I would need to contact AT&T Service which I guess that is not the AT&T Store function. LOL Still no voicemail and haven't been back up to the AT&T Store again.
Yes, carrier stores no longer have technicians onsite, only poorly paid sales staff. All carrier tech support must be done over the phone, and for anything beyond really basic stuff you need to escalate to a higher level than the one who first answers the phone.
