After initializing my iMac 21" (2015), re-installed froma back up di Time Machine it's now impossible to:
1) open any file using System (just using the App);
2) open any file .dmg
3) open Clean MyMac X.
What can I do?

You Erase & Reinstall macOS.

Then you Restore or Migrate from Time Machine during the setup.
