How to set limit on Safari

I have screen time set up on my son's iPad. Most of apps are blocked until 8.30 in the morning except Safari. How can I block Safari? I also set time limit on Safari for 2 hours but this doesn't seem working at all. He has average of 5 hours on safari each day since lockdown.
