The only option that seems to work is to uninstall version 12.12, install older version https://support.apple.com/kb/DL1816?viewlocale=en_US&locale=en_US which will not like your old library but if you Apple Software update and update ONLY to 12.11 it will work. IGNORE the 12.12 update and other updates until the situation is resolved by Apple.

I have the same problem. To give more detail, this is with iTunes version 12120.6.54012.0 downloaded from the Microsoft Store on 21st September 2021. It appears to be a critical bug in the new version. Apple will need to release a fix in a newer version, I do not believe there is any user workaround for this.

If you uninstall the 12.12 (latest version) fully, then reinstall version 12.10.11 (available here : https://support.apple.com/kb/DL2065?viewlocale=en_US&locale=en_US), everything goes back to normal, your library, settings etc... That's what i did on my Windows 10 (French Language) when i got this pesky error.

As advised by @daletur328, JUST IGNORE the 12.12 it doesn't work right now.

Thanks a lot for your usefull advise.

I uninstalled iTunes, Apple Software Update and Bonjour

I downloaded the older 12.4.3 version, installed it, the ran the Apple Sortware Update, unticked the release 12.12 and installed the 12.11 version.

It's all back to normal. COOL

Thanks again !!!!

Thanks, my language is set to English, but UK-English not US-English.

Bit of a diversity fail if they only tested it in US-English, although we have similar bugs int he application I develop at work, so I guess I shouldn't be too critical. ;-)

The good news is that with this much attention, I suspect a fix is on it's way soon.

I believe you can also change you language settings in Windows to English (United States), reboot and install iTunes from windows store and it will also work.

I tried this and it did work, however I don't want run my PC with language set to English (United States)

I changed all my Windows language settings from 'English (United Kingdom)' to 'English (United States)', signed out and back in again, and then iTunes opened. No need to uninstall or reinstall. It's a crazy bug that the Microsoft store pushed onto the iTunes app.

I can't uninstall iTunes. It does not appear on my programme listing in control panel, and the target file looks really strange - no location on my PC. I have deleted Bonjour and software support, but the installer won't run - says iTunes already installed an must be installed before I can re-install.

How can I delete the current (non-working) version!

Same with me. Apple Support explains how to uninstall iTunes completely (you need to uninstall all other apps from Apple). I did what they say, but when I try to install any other version of iTunes (even the 12.12, including 12.6.3, 12.4.3 and 12.11.4.15) the installer says that I have a newer version installed and stops. And when I enter the Microsoft store to download iTunes installer, there's a message that says that "iTunes no está disponible actualmente" (iTunes is not available in this moment). It seems Microsoft knows what's happening and has canceled the iTunes downloads by now.
