disk utility failed
The disk utility failed when I clicked "Erase Volume Group" now it wont let me use recovery to reinstall the OS. Any ideas?

To create a bootable installer:

Get a friend to let you use their mac for a bit, download the relevant installer, and make a bootable installer on a thumb drive.
Use that on your mac to completely erase the whole internal drive, and install a fresh system.
I hope you have a backup.
In Recovery OS, click on Utilities -> Terminal. You should be able to erase the whole disk using diskutil commands. Once you have, Recovery OS should allow installation of a suitable macOS version.
