I updated my iPad to iOS15, and the weather app on my homescreen shows Cupertino. If I click on the app, I have my hometown, but it will not display on my iPad. Is this a bug or am I missing something?

Does Weather App have permanent access to your location?
Go on Settings -> Privacy -> Location Services -> Weather
And change location access to “always” or “while using app or widgets”
