Can you turn on apple tv 24/7? will it affect its performance or lifespan? (i have apple tv 6th)

It is a machine. It fulfills its destiny when it is on. It doesn’t need rest. There is no public documentation that details active hours effects on performance or lifespan. Stable power and ventilation are more important. That being said, there is no reason to leave it on if no-one is watching. Hence the idle sleep timer.
