Why can't my phone communicate with my Apple Watch?

I restarted both my phone and watch and still have the issue. The error message I get is as follows: "Unable to Communicate with Apple Watch. Make sure your Apple Watch is unlocked and on wrist, and your iPhone is unlocked." All of that is in place and I still get the error message when I try again.
