ipad mini 4 iOS 15 upgrade. Internet inoperably slow

I recently upgraded my ipad mini 4 to iOS 15 and now it is unusable as the internet speed is slow to the point of going backwards. It is not the internet connection that is the issue - it connects fine and the connection works fine on other devices. I have read that it may be VPN that is the issue, but when I go to settings to turn off the VPN the switch just automatically turns itself back on again. What can I do? Having upgraded to iOS 15 I now cannot use my ipad at all in any useful way.

I would contact your VPN provider and ask them about possible changes for iPadOS 15.

found out how to turn off the VPN.

turning VPN off in settings did not work as it switched itself back on automatically. I had to go to general, and the to the VPN & Device management section.

Here I could disable the vpn.

and hey presto on disabling the VPN my internet performance was restored.

however this still leaves the question open as to why the VPN with IOS 15 performs so abysmally.
