How do I fix my son’s tablet that’s not affiliated with my account this if I don’t have a computer

my sons iPad got a support restore message and the steps to restart to fix call for the device to be plugged in to a Mac computer. Can it be fixed with out one or with one that has no connection to his iPad

It doesn't need to be a Mac computer. You can use a Windows computer that has iTunes installed.

See the following from If you see the Restore screen on your iPhone, iPad, or iPod touch - Apple Support

Or on your Windows PC, make sure that you've installed the latest version of iTunes.

If you don't have a computer, the other option would be to use a friend's or to go to an Apple Store or Authorized Service provider.
