Apple TV unable to download app

Alright so I just bought this tv off of someone online. Ive already logged all his accounts off, reset the tv, and logged into apps. I was wanting to download more apps, like Hulu, tubi, so on. When I went to download it I got the message “Unable to Download. There’s a billing with a previous purchase. To fix, sign in to iTunes on your computer and review the problem in your purchase history.” All my payments on other apps work and I don’t own an apple branded pc. Why is this and how can I fix this?

To start, make sure you've used the following steps to reset your Apple TV to factory settings: Reset or restore your Apple TV to its factory settings - Apple Support


Once you've set the Apple TV up again, and signed into your own Apple ID, if you're still getting the same error message, try the steps here: If your payment method is declined in the App Store or iTunes Store - Apple Support


While the title of that article may not seem to directly relate to your issue, it covers steps for billing issues with previous purchases.
