I got my iPhone 13 3 days ago, after using it for 2 full days, I realized that the notification sound is way too low. It applies to WhatsApp, iMessage, email etc. Even though I set all volume to the loudest; and googled how to fix it online then tried everything posted on the internet but still didn't improve.
I changed from iPhone XR to iPhone 13, but my iPhone XR with iOS 14 was perfectly fine, the notification sound was very loud with no issue at all.
ANSWER -- SOLVED
Got to Settings--Accessibility--Face ID & Attention and turn "Attention Aware Features" OFF. If this is set to on and you are using the phone when an alert is triggered, the iphone when locked will lower the volume of "some alerts." Setting this to OFF made my iPhone 13 work the same as my iPhone 6 used to work--volume "sticks" for all alerts.

Even the keyboard typing sounds are low for me. In some apps it’s low and in some apps it’s high.
Notification volume are half that of my ringer volume.

Is it just the 13’s? I thought I was losing it. Same happening with my iPhone 13. Real darn annoying considering how much you spend on these phones.
It’s impossible that your iPhone SE 2020 were nice and loud.
It’s a software issue or a design choice by Apple.
All iPhones behave that way since iOS 14.

Good luck with finding a fix. Apple appears to not care. I hate my iPhone 13 Max. Worse phone ever.
I’m having the same problem. Upgraded to ios16 and it still isn’t fixed. So annoying. It’s so low that I’m missing messages.

I had the impression that brand new iphone models were flawless and the old devices updated to the new ios had bugs that weren't fix until ios x.1 or even x.2. That doesn't apply anymore sadly, one can buy a brand new year phone with bugs now.
Android is not different in that aspect, as far as i remember i gott an os update once per year even 2 and that's all, and when they were realized they slowed the phone considerably.
I was thinking about reinstalling ios 13.0.2 once more time but i think it is pointless until ios 13.1 is released...
1300€ they ain’t peanuts. For such money you buy a device that at least has all the basic and primary functions a PHONE should have and then all the cool features and hardware that comes around. With Apple is the opposite. You buy a super device with a long list of super cool technological features and at the bottom of this long list, it works also as a phone but with some bugs.

Strange, I have two iPhones 8 running iOS 15 with this issue. Try this test with iPhone 8.
Set the volume all the way up.
Then set a very loud ringtone like “Sonar” in classics and then set the same Sonar sound for the text tone and you will hear the volume difference.

And I find a bit strange that your iPhone 8 has no issue with notifications low volume.
I have tested five iPhone 8 and re- tested my wife’s one yesterday (all of them running iOS 15) and they had the low volume notification issue.
Can you post a video here performing the test I’ve suggested you with your iPhone 8? If yes don’t record the test using the iPhone recording screen but use another cell phone. The iPhone recording screen normalizes the and compress the volume level. It raises the lower sounds and lower the loud sounds.
