My parents purchased some used apple watches from the store Dirt Cheap. When going to set up to their Apple watches, they found out someone’s iCloud is still linked to the Apple Watch. Is there a way to bypass this since they have no way to know who the previous owners were ?

No. there is no way to bypass it.
The only other way would be to have the original proof of purchase, but I assume that would be unlikely?
