Deleted Google chrome. Now unable to reinstall. Now a cloud with a bottom arrow shows next this application (instead of Get key). No response while I click on this.
This Application is showing under purchased app inside my profile. Same cloud and bottom arrow icon is next this. Again no response when I click on this.
Tried restarting and signing out from App Store. No luck.
All deleted application have this issue . Unable to reinstall
You are right, if you click on the Cloud w/Down Arrow icon next to the app, then you should be able to begin downloading it. That is not happening on your iPhone. Wish I knew which iPhone and iOS version you are running to provide a better answer.
What you can do is ➔ Force ReStart Your iPhone and then try downloading those apps again from the App Store.

How did you reset your iPhone? Which method did you use?
One other things to try are:
Sign out and back in to Media and Purchases. Open Settings ➔ Apple ID (Your Name at TOP) ➔ Media & Purchases: Sign Out and then restart your iPhone. Then once it has been started then sign back into Media & Purchases.

screen time restrictions was OFF. I tried downloading even by keeping it ON and OFF.
Even after restarting No luck
I tried resetting my iPhone. Now all the apps I had previously installed can't be used now.

Do you have any screen time restrictions set to ON? If YES, then turn those OFF.
Open Settings ➔ Screen Time ➔ Content & Privacy Restrictions : Set this switch to OFF and then try downloading apps from App Store again.
