Auto-lock "never" option is missing - Not employer managed phone

I am trying to turn off auto-lock (iPhone XR), but the "never" option is missing. My phone is not managed by an employer, though I do have my work email through the mail app. How can I get the "never" option back?

If you have a corporate Exchange account set up on your phone, it IS at least partially managed by your employer.

The administrators can enforce policies including maximum lock time, passcode length and complexity, required passcode changes, etc.

I'm guessing they have done so.
