Unable to "Update Apple ID Settings" - iPhone 13 IOS Ver 15.0.1

After transferring data from iPhone Xs to new iPhone 13, I have prompt to "Update Apple ID Settings - Some account services will not be available until you sign in again - Continue." However when I enter my password and sign in, it just loops back to the previous "Continue" screen. tried updating from IOS Ver 15 to 15.0.1 and same thing. I have logged out of Apple account and back in and turned phone off and back on with no resolution.
