Pro Apps Bundle for Education not delivered after 2 weeks

Hi, I ordered the Pro apps bundle for education and it hasn't been digitally delivered, on the order page it says it's been shipped. It's a digital item, so I don't understand how or why it hasn't been delivered within the promised time frame of 1-3 business days. I've received no email update from apple, and have been juggled around support. Has anyone had else had trouble with this? It's been over 2 weeks at this point.
