We are all other users here; you need to contact Apple. Start with using the contact support link in the upper right corner here and detail your problem. As long as you have Applecare+, there'd just be a copay. If your warranty has expired, the charge will be higher.

IIf this is a brand new iPad, purchased from Apple, you have 14-days, from date of reception of the item, to return it to Apple for any reason, for either a refund or another new replacement device.
