Songs purchased from Apple Music are DRM protected and cannot be used in iMovie. Downloading them to iTunes will not remove the protection. So, if Apple Music were involved anywhere in the chain of purchase that would explain why the songs are not showing up. However, songs purchased from iTunes after year 2009 are DRM free and can be used in iMovie.
