Download Apps from Apple to Laptop

I have a Latitude 5420 Laptop, with Windows 10. Is there a way to download and play games I had bought on the Gen 8 iPad? If there is a way, I don't know how to. If anyone has any idea on what to do, please help me.

No, unless you're able to find Windows versions of them.
