Mac Pro Late 2013 Big Sur Arrows next to folders

Ok I had to wipe my hard drive because of boot up issues, reinstalled Sur and copied all my files from a Time machine Back Up. Everything went well except for the following:

If I go to look at the files in any folder I only see the date I did the copying, so I lost the original dates each file was added. I would think this is normal?

Second, I now see up arrows next to the size of my folders on my desktop. Seems the folders are uploading?? Never saw that before was when my Time machine was backing up files.
