Hi My name is muhammad asghar, i have saved pdf in files folder when i open the pdf the file is struct to scroll but if i click again on pdf and that pdf show in full screen then i can easily scroll before in ios 14 I didn’t face this problem

If we're understanding things correctly, it sounds like you're having issues scrolling in PDFs. We'd be happy to help.
First, try forcing the app to close, and then relaunch it: Close an app on your iPhone or iPod touch
You can also try restarting the device: Restart your iPhone
Be sure to also check in Settings > General > About to see if you're using the latest version of iOS, which is currently iOS 15.0.1.
