I have recently upgraded my iCloud plan to 50gb of storage because it couldn't accomodate my pictures. For some reason, after upgrading it, Photos does not seem to be uploading the rest of the pictures on iCloud. I already tried to turn the synchronisation option off and on again but it didn't work.

How big is your library? Turning iCloud off/on will have triggered a complete new sync which might take some time.
What does the sync status say at the bottom of the all photos view? Here is mine - updated just now...

8GB is quite small. Now many images.
In any case - it says it is up dating. It will most likely complete, but it is very slow. Expect hours up to a day or two for a library that size.

The library is around 8gbs.
