Apple Watch 4 can’t unlock iPhone mini 13

When I wear my Apple Watch with my face mask, I can not unlock my new phone which is iPhone mini 3. It was working on my old phone iPhone XS. When I transferred everything to new iPhone, now this unlock function doesn’t work anymore. I have updated my iPhone mini 13 to iOS 15.0.1 , my Apple Watch 4 is also up to date. Passcode turned on , unlock with iPhone is also on. Anyone has same issue? Need help, please

No worries, I found the reason, there is another setting I didn’t set.
