The three dots “button” is a core element of the iPadOS15 User Interface - intended to simplify use of full/split/slide-over multitasking. This control cannot be hidden or suppressed.
Some Apps will require update by their respective developers to accommodate changes made within iPadOS. Until affected Apps are updated, there is little that you can do other than to seek assistance from the respective App Developer:

I have just emailed Apple regarding this awful placement of the three dots. Who knows?
I’d really like to remove them. Can I move them? They are annoying as ****.
Hoping an option is added soon to toggle this off. Just got a new iPad and the dots are annoying and distracting when trying to read
It doesn’t do what it’s intended to do.
Adaptation is always a good thing. People “adapt” to new features all the time without complaint. It’s usually the people who refuse to change their ways that are the biggest source of complaints.

That’s silly... Lots of changes are bad, and if a company makes too many bad decisions, customers « adapt » by buying products from a better company...
Apple. Please get rid of the 3 dots. I do NOT want my screen to split. I accidentally hit them EVERY DAY. The worst design.
If they are not going to be removed, how do I go back an older version? I continually hit these with my fingers and getting frustrated as ****.
But we hate it! It so frustrating and annoying and gets in the way of markup controls in my book! Please make it go away!
