Can I use the iMac as a monitor for my partners (new) PC?

We have a small home office, and I would like to avoid having two separate screens as we don't need to work on the computers at the same time. I'm hoping to buy an iMac, and if he could use my iMac as a screen when he needs to, we could fit both our computers in the office.

No. There isn't. 'Target Display Mode' was deprecated several years ago. it is no longer a feature of macOS or recent iMacs. Even if you had an old iMac that supported it, it only works with other Macs, not PCs.
