Lock settings on child phone

No I went child phone during lock down and it allowed me to change it on contact under the screen time - it doesn’t allow the apps or anything but it allows the change of specific contacts to all contacts

I have family sharing I restrict the apps & screen time also at night at lock down they are allowed specific contacts they simple fo into screen time & change to all contacts
