Covid Vaccine QR code for my second child will not save to health app and says it's duplicate data. I'm assuming it is because both children had the same vaccine on the same dates. Please help

There are various known and expected issues that will arise when sharing an Apple ID, too.
As the QR codes don’t (yet?) exist in these parts, I’ve stored these and related records as photos and scans in a medical album in photos. Which is an approach that would work for you.
Apple suggests using Family Sharing for sharing apps and content and information. Here that sharing might be a medical album in Photos in iCloud.
iOS 15 includes health data sharing, is seemingly close to what you want, though with the data stored per Apple ID and not all pooled in one central Apple ID.

Linking the Health app with your health provider also downloads your individual records from the provider’s server.
If you’d like to have some sort of central shared health data, log some feedback with Apple: Product Feedback - Apple
