My iTunes will not connect to my phone because it is locked permanently until it gets connected to iTunes, but then iTunes wont connect to it because its locked.

I have this old phone of mine, and I'm trying to get back on it. The lock screen says "iPhone is disabled -- connect to iTunes". I then plug my phone into my computer and get on iTunes, but then iTunes wont connect to my phone because its locked.
