My iPhone X makes a siren noise in phone call to 1 friends number but siren is turned off. Only 1 number seems to be affected. His phone is an old nokia. When it happens he can't hear me and I can't hear anything but this constant siren noise. I have to switch off completely and reboot. The other day I had to reboot 6 times.

Welcome to the Apple Support Communities. It appears there is some noise from the iPhone when a call is connected to one specific number. We'll do what we can to help.
If it's happening after the call connected, that's the carrier connection to the person's phone you are calling. You would need to contact your carrier or have them contact their carrier for further help as it might be related to that person's call tone.
If it happens before the call is connected, try removing the contact from the Contacts app and adding them back manually: Manage and delete contacts on your iPhone, iPad, or iPod touch
Also, make sure Emergency SOS is not accidentally being activated: Use Emergency SOS on your iPhone
