How does different carriers on iPhone and apple watch work.

Assuming if the watch is setup with different carrier (not on iphone) and iphone is using a different carrier. Can iPhone still sync the carrier which it is using with apple watch over bluetooth or wifi when watch is nearby?

Bluetooth and WiFi are not carrier dependent and will not affect synchronisation between Watch and iPhone. According to the following article, “your iPhone and Apple Watch must use the same carrier, unless the watch was set up for a family member who doesn't have an iPhone.”
