On your iPhone:
To turn off the default security setting that keeps Mail images from loading,
(Seems to be default so "spammers" don't get feedback on whether you've:viewed their messages.)
You might want to try going to Settings > Mail > messages > Turn on "Load Remote Images"

Seems ad-blockers, anti-virus (completely unneccessary open Apple products!), or VPN, can cause interference.
If installed try turning them off.

I think I found something can help!
this issue mostly happen for me when I use the WiFi instead of Cellular Data.
It is not the Mail settings.
Just try to turn off (Limit IP Address Tracking) by going to Settings > Wi-Fi.
Then click the blue (i) beside your WiFi network name. Now you can find (Limit IP Address Tracking), turn it off.
This worked for me.
The point is I have a problem which is the images not showing on my mail app and I searched for a solution but unfortunately I couldn’t find one, the I started searching in the settings and I found the option of Limit IP Address and I turned it off afterwards that my problem bot solved. I shared what I found hear.
if you or any one have a better solution please share it with us.
FYI, I prefer to keep the option of Limit IP Address on, as it always was. But now I have an issue.
You asked about the images. Ok, the images were not showing, but they appeared only when I turned off Limit IP Address Tracking. I shared them here because you said that ASC has never sent images except the Apple Support Communities header and Apple logo. So I shared them to show that there are images sent to me from ASC.
We are here to find the best solutions for the issues and problems we are facing, we are not here to show that my point or your point is right!

You might want to try the Privacy settings.
(ie: Try off if its on / on if its off
Then check if you get the button to turn on / off images at the top, in a particular e-mail.

OK, a good explanation. There are two ways that images appear in email:
Type 1 images should always appear, and are not a risk, except in the really unusual situation of an image that contains something executable. But iOS and Mac OS (as well as any good Windows antivirus) blocks these.
Type 2 images are a privacy issue, because the request to the server to retrieve and insert the image includes some identifying info on the device requesting and displaying the message. In addition, the image file may contain a customized tag that identifies who the image was sent to, thus telling the sender not only that it was received by an iPhone, but now your iPhone is linked to what the sender already knows about you.
Based on this I have used the feature of my Mac to block all type 2 images, and Apple has recently added this option to iOS. But if you don’t care about anyone sending image links to you collecting data on who you are and what device is yours then you can turn the privacy feature off.

"When you turn it on, it hides your IP address so senders can’t link it to your other online activity or determine your location. It also prevents senders from seeing if you’ve opened the email they sent you."

Limit IP address tracking exists to protect you from being stalked by people sending you email and web sites you visit. So you are exchanging your privacy for the ability to see images that contain tracking tags. It’s a judgement call.

Seems you may need to check the Mail settings:
With a "Mail" window open
click on "Mail" in the top menu bar
choose "Preferences" from the drop-down menu that opens
In the small window that opens:
Click on "Viewing" at the top
and
... if unticked ...click the blank-square beside ..... "Load remote content in messages".
Hope that works for you :-)

As well as Privacy settings for Mail, seems iOS15 provides a choice to:
"Load All Images" via a button at the top of an email with unloaded remote content that is received

Lawrence Finch , in response to @jessx03 ("load more content in images" not available under viewing on OSX Monterey). I've since found out there's a spot under privacy that you uncheck if you want images to load.
turns out it's under privacy, not viewing in mail preferences. Apple decided it was a privacy issue, so automatically blocks images from downloading. On the Mac, go to mail, privacy, and uncheck remote loading. Not sure where it would be on the phone,
