Why the Issue?: There is an error connecting the Apple's servers.
Start with a Restart:
Restart your iPhone, and see if it then is fixed.
Do you have iCloud photos enabled on your device?
Are you uploading from your system library?
Is there are error message?
We need far more detail.
Yes, iCloud photos is enabled on my iPhone. I am uploading from my iPhone. "Unable to Upload to iCloud" is the error message on my Photos.
