unix catalog files missing

Updated to Monterey today, thought it would be a good thing, however the catalog files in /usr/bin are missing a ton! Where is php or phpconfig?

Cannot copy back over from Big Slur because the directory is read only.

It wouldn't be a problem if the /usr/bin location wasn't set as "read Only" and I could actually install the necessary files. Even changing the path to a different location brings a multitude of errors with it since all the dependancies are pointed to their original locations.

Stupid, there is no security risk to the machine, never has been since the permissions are location based and root at worst, local at best.
