Why wont my mac download new update if I have plenty storage?

I was desperately trying to download the latest update (Monterey) but it kept telling me I didn't have enough storage space (My latest update is Catalina). So I made storage by uninstalling apps I really didn't want to have to. Now that I have the storage space, it keeps saying the update isn't available on my device. I have tried everything I could find online to fix this!! I have also tried downloading the update from the apple store, doesn't work.

Any ideas? TIA

What is “Other” storage on a Mac, and how can I clean it out?
