Photos from my iPhone will not sync with my MacBook under photos. This is what I have tried:
1) toggle iCloud photos under settings/Apple ID name/iCloud/photos/iCloud photos toggle button
2) Closed photos so it could sync
3) wifi is on and working for both devices

Toggling iCloud will start a full new sync of your whole library.
Photos needs to be open to sync.
How large is your library - a full sync can take days, or even weeks for a large library.
What does the sync status say at the bottom of the all photos view? Here is mine (Updated just now)
