Why is my Magic Mouse not scrolling up or down?

Magic mouse points but won't scroll. None of the suggested fixes here work for me.
Solution: You need to delete the bluetooth configuration from your Mac ... entirely ... then reconnect again ... now it is working.
I thought the issue was resolved by removing and re-adding the mouse, but the fix was only temporary and the issue has returned.
I just had this issue after updating a 2019 MBP to macOS 12.0.1.
macOS 12 changed the way you reset Bluetooth, and I can no longer find the option when Opt+Shift clicking the Bluetooth icon.
macOS 12 Fix: reset SMC and PRAM. Instructions below.
To reset SMC on MacBook Pro, MacBook or MacBook Air:
a. Shut the Mac down and unplug the power cable.
b. Wait for a minimum of 15 seconds and then plug the power cable back in.
c. Hold Left Shift, Option, Control and Power button simultaneously for a minimum of 10 seconds. Release all the keys and power the Mac up as usual. You will notice a boot in speed instantly.
To reset SMC on iMac, Mac Mini, Xserve or Mac Pro:
a. Power the Mac down and unplug the power cord.
b. Wait for a minimum of 15 seconds and plug the power cord in.
c. Wait for at least 5 seconds then power the Mac up as you would do regularly.
Resetting the SMC will not lose any data so do not be scared to try it.
To reset the PRAM/NVRAM (on any Mac):
a. Shut the Mac down and wait for a few seconds.
b. Power it on and immediately press Command, P, R and Option keys on the keyboard simultaneously.
c. Only release the keys when you hear the beep indicating the machine is restarting.

I have had the same issues. I've tried the restart, shut down, unpair and re-pair and it still hasn't resolved. I have an M1Air. The only thing I've started doing is just turning the mouse on and off. Once it connects again, it scrolls fine.
iMac mouse model A1657 does not scroll reliably. I plug in the charge cord and then it works for a day or two, and then quits. I keep the battery level above 50%. Does the battery need to be replaced? It's about five years old.
I've done all the band aid fixes: blue tooth and the on off button on the mouse. Apple is not doing us any favors and are only tarnishing their reputation, ignoring us. remember how big IBM and ZEROX were? Big household names-now where are they? When you get too big for your customer base and start ignoring them, they become ripe for an upstart to come along and push them out of the market that they once knew. Come on Apple-its a little mouse-FIX IT!!
How do you do this in macOS 12? It is no longer an option in the expanded Bluetooth system bar settings.
BLESS YOU for this easy fix! I've had my MacBook Pro and this mouse for more than a year, and this is the first time that it's happened. So grateful that it was this simple to fix.

Magic Mouse does not scroll down , I need to disconnect and connect from the Bluetooth every time I use the MacBook M1 after I installed Monterey
I did the same thing, but like you, I also noticed that it didn't really remove it because my preferences were still the same. The next time it was back to not scrolling.
It won’t let me edit my original post but I take it back… It only fixed the issue temporarily and it has returned.
